David Banker

David Banker is a seasoned water utility leader and infrastructure expert, serving as Assistant Manager, Technical Services at the Metropolitan District Commission (MDC) in Hartford, Connecticut. With decades of experience in municipal water systems, David plays a critical role in advancing infrastructure modernization, operational efficiency and long-term system reliability for one of the region’s largest public water utilities.<br /><br />At the MDC, David has led major initiatives across operations, engineering and technical services, including overseeing the replacement of 100,000 water meters and the recent conversion to AMI. His work also includes managing water distribution system operations, developing hydraulic models and asset management strategies, and administering engineering programs that ensure system performance and regulatory compliance. <br /><br />In addition to his responsibilities within the MDC, David is a highly respected leader in the broader water industry. He is currently the Vice President of the Connecticut Section of the American Water Works Association (CTAWWA), an organization representing the water industry where he is helping to advance collaboration and promote the delivery of safe, high-quality drinking water.<br /><br />David has also contributed to regional water planning efforts, including leadership roles within water utility coordinating committees, supporting the development of long-range water supply plans and cross-utility collaboration. His experience spans system planning, asset management, infrastructure renewal and program leadership, all grounded in a strong commitment to sustainable resource management and public health. <br /><br />He holds a Bachelor of Science in Civil Engineering and a Master of Business Administration from the University of Connecticut, combining technical expertise with strategic and operational leadership. <br /><br />Known for his pragmatic, results-driven approach, Banker brings a deep understanding of the evolving challenges facing water utilities today—from aging infrastructure to resource conservation—and continues to drive initiatives that enable smarter, more resilient and more efficient water systems for the communities he serves.
